Why does it feel weaker indoors?

That is a brand claim about the towel's surface, not a statement that the wearer's temperature falls by 30 degrees, and there is no basis for treating it as a verified figure. What the towel genuinely does is lower how hot you feel so the session survives the heat. Expecting more than that is where people get it wrong.

For summer training the order of operations is clear. What usually wrecks a hot session is fluid and sodium, and the cooling towel is the perceptual tool that comes after. On a heavy-sweat day, fix sodium per hour first, lengthen rest between sets to suit the heat, then add neck cooling on top. Do not let a cooling towel talk you into a maximum attempt outdoors in extreme heat. It lowers perceived heat, not core temperature. If you feel dizzy or stop sweating, stop immediately.
